I agree the steam is most likely what is visible but the toxins contained within the steam is what is the real cause for concern here. The heat inversion has created low lying cloud and the hot moist air (steam) from the power plant is condensing in the cold air making the tall cloud. Probably fairly harmless to the environment, pretty though. John doe and Ottoman got it right.
